U.S. copper projects that clear onto the Federal Permitting Dashboard under FAST-41 Transparency status are getting a second look as domestic critical-mineral policy pushes review timelines into public view. When the lead agency, timetable, and milestone clock sit on permits.performance.gov, the permitting story becomes trackable for investors even before a single new hole is logged. 

GreenLight Metals Inc. (TSX-Venture: GRL) (OTCQB: GRLMF) rose Monday after announcing that its Bend copper-gold project in Taylor County, Wisconsin, was posted to the U.S. Federal Permitting Dashboard as a FAST-41 Transparency Project by the Federal Permitting Improvement Steering Council.

Bend was added in response to Executive Order 14241 on American mineral production, and the company says it is the first Wisconsin project posted to the Dashboard in that Transparency category. The Bureau of Land Management is identified as the lead agency, and a comprehensive permitting timetable is scheduled to be posted on or before July 30, 2026. Importantly, Transparency Project status improves visibility and agency coordination but does not change statutory requirements or predetermine any federal decision.

For reference, Bend is a copper-gold volcanogenic massive sulfide deposit in the Penokean Volcanic Belt inside the Chequamegon-Nicolet National Forest. Exploration to date has focused on the privately held Soo Line mineral parcel under Wisconsin DNR and U.S. Forest Service approvals. The Dashboard listing relates to the federal environmental review of GreenLight's application for a federal prospecting permit covering surrounding federal mineral estate administered by the BLM. Copper and tellurium sit on the 2025 U.S. Critical Minerals list, and gold is captured in the Executive Order's broader mineral definition.

Next catalysts include the July 30 permitting timetable posting and subsequent Dashboard milestone updates as the federal review advances. GreenLight also holds Reef gold and Lobo massive-sulfide targets in Wisconsin, plus Kalium Canyon in Nevada under a staged earn-in term sheet with Barrick.

Shares of GRL / GRLMF rose 20% and 23% to C$0.30 and US$0.21 on Monday morning, respectively.
